There are many rebates offered by governments, utilities, or other organizations across the country that encourage the purchase of electric bicycles by reducing their upfront cost. These rebates can take the form of direct discounts, vouchers, or post-purchase reimbursements, making e-bikes more affordable and accessible to a wider range of consumers. Bentonville E-Bike Rebate Program
The Bentonville E-Bike Rebate Program assists residents in purchasing e-bikes that best suit their needs. Rebates range from $800–$1,200 for standard/mountain e-bikes and $1,200–$1,600 for cargo/adaptive e-bikes, with higher amounts for income-qualified applicants. Applications are accepted year-round via monthly lottery.

Contra Costa County residents can get a $150 rebate when they purchase a new electric bike or up to $300 if income-qualified (at or below 400% of the Federal Poverty Level). This is a post-purchase, rolling rebate with no application window — apply any time after buying.

AVA Community Energy – Bike Electric
Ava Community Energy offers instant rebates of $400–$1,500 to eligible residents of Alameda and San Joaquin counties for the purchase of a new e-bike from a participating local bike shop. Income-qualified customers enrolled in CARE, FERA, or EAP receive higher rebate amounts plus an additional $250 for safety equipment. Rebates are distributed monthly through a random selection drawing through September 2026.

Alameda Municipal Power customers can get a $300 rebate on the purchase of a new e-bike, or up to $600 if enrolled in AMP's Energy Assistance Program (EAP). Applications must be submitted within 6 months of purchase.

Bay Area Air District – Clean Cars for All
The Clean Cars for All program offers qualifying Bay Area residents the option to retire their older vehicle in exchange for $7,500 in grant funding, which can be used toward the purchase of an electric bicycle, bike accessories, and public transit. Applicants must meet income requirements (at or below 300% of the Federal Poverty Level) and own a 2007 or older vehicle registered in California.

Pasadena Water & Power E-Bike Rebate
PWP residential electric customers are eligible for a $500 rebate when they purchase a new qualifying electric bicycle from a bike shop located in the City of Pasadena. Customers enrolled in PWP's income-qualified bill assistance program can receive an additional $500, for a total rebate of up to $1,000.

Colorado
Colorado E-Bike Tax Credit
Coloradans can get $225 off a qualified e-bike purchase at a participating retailer (limited to one discount per calendar year). The discount is applied instantly at the point of sale — no application required, just proof of a Colorado address.

Denver E-Bike Rebate Program
Denver offers vouchers of up to $675 toward the purchase of a new e-bike for income-qualified residents, which can be combined with the Colorado state tax credit for up to $900 in total savings. Adaptive e-bike rebates of up to $1,400 are also available. Vouchers are released periodically on a first-come, first-served basis.

Connecticut eBike Incentive Program (CHEAPR)
Connecticut's eBike Incentive Program provides point-of-sale vouchers of $500 to all eligible residents, with income-qualified applicants eligible for up to $1,250 total through the Voucher+ program. Vouchers are distributed in rounds through participating Connecticut retailers — check the program portal for the current application window.

Hawaii
Hawaii Electric Bike & Moped Rebate
Hawaii residents can receive a rebate of up to $500 or 20% of the retail price (whichever is less) on the purchase of a new electric bicycle or electric moped. Applicants must meet at least one eligibility requirement: participation in a low-income assistance program, not owning a four-wheel motor vehicle, or current enrollment in a school or university. Current program funding lapse date is June 30, 2026.

Raleigh E-Bike Program
The City of Raleigh's E-Bike Rebate Program offers point-of-sale vouchers of $500 to eligible residents, or $1,500 for those at or below 80% of Area Median Income. Vouchers are awarded by lottery during periodic application windows — check the program page for the next opening.

Oregon
Portland E-Bike Rebate Program
Launched by the Portland Clean Energy Community Benefits Fund (PCEF), this program offers rebates of up to $1,600 for a standard e-bike, up to $2,350 for a cargo e-bike, and up to $8,500 for adaptive e-bikes, plus $300 for accessories. Available to Portland residents at or below 60% of Area Median Income (80% for adaptive). The program is funded through 2029.

Rhode Island
Erika Niedowski Memorial E-Bike Rebate
Rhode Island's statewide e-bike rebate program offers all residents a rebate of up to $350 (or 30% of the purchase price, whichever is less) on a new e-bike purchased from a local Rhode Island bike shop. Income-qualified applicants can receive up to $750 (or 75% of the purchase price). Up to two rebates are available per household.

Austin Energy E-Ride Rebate
Austin Energy electric customers are eligible for rebates of $400–$600 on the purchase of a qualifying new e-bike from an approved local dealer. Income-qualified customers enrolled in the Customer Assistance Program (CAP) can receive up to $1,300. Applications must be submitted within 60 days of purchase.
